Cold War Patriots has received notice from NIOSH that the HHS Secretary agreed to expand the SEC years through July 31, 1979 and sent his recommendation to Congress.  If Congress doesn’t object then the class will be effective November 24, 2019:

I am writing to let you know on October 25, 2019, the secretary of Health and Human Services sent his recommendation to Congress to add the following class of employees to the Special Exposure Cohort:

“All employees of the Department of Energy, its predecessor agencies and the contractors and subcontractors who worked at the Y-12 Plant in Oak Ridge, Tennessee, during the period between January 1, 1977, through July 31, 1979, for a number of work days aggregating at least 250 work days, occurring either soley under this employment or in combination with work days within the parameters established for one or more other classes of employees in the Special Exposure Cohort.”
